CARD’s Weatherization Assistance Program serves the following counties: Mayes, Nowata, Rogers, Tulsa, Wagoner, and Washington. The program serves low to moderate income families free of charge and is available to homeowners and renters. To qualify, applicants must meet federal income guidelines.
Weatherization services consist of cost- effective energy efficiency measures for existing residential homes occupied by low to moderate income residents. It includes a wide variety of energy efficiency measures that encompass the entire home, its heating and cooling system, combustion appliances, and electricity consuming appliances. A distinguishing feature of weatherization is attention to an all-around safety check. Weatherization service providers check major systems to ensure occupant safety.
The benefits of weatherization begin with reducing the energy bills of recipients for a long period of time. Some measures, such as attic or wall insulation, for example, can provide savings for the lifetime of a house – 30 years or more. Other measures, such as making heating or cooling equipment more efficient, will provide savings for 10-15 years. On average, the value of the weatherization improvements is 2.2 times greater than the cost.
The program limits the amount of money that can be spent on any single residence as determined by federal rules. As a result, only the most cost-effective measures are included in the upgrade of a particular home.
Installation measures that might be included are: weatherstripping and caulking; insulation; replacement or repair of windows; service of heating and/or cooling system; minor repairs, as needed to ensure maximum efficiency of the measures installed.
The program consists of four steps: 1.) Submission of an application to determine income eligibility and placement on wait list. 2.) An energy audit to identify specific needs and safety concerns. 3.) Installation of measures. 4.) A post-weatherization inspection to assure quality of work and effectiveness.
