CARD is a non-profit corporation whose primary purpose is to administer anti-poverty programs in northeastern Oklahoma.

The agency is funded through various state, federal and private sources and is designated by the State of Oklahoma as a Community Action Agency as outlined in the Community Service Block Grant Act. CARD is affiliated with Community Service Block Grant (CSBG), Housing Urban Development (HUD), United States Department of Agriculture (USDA), Health and Human Service (HHS), Oklahoma Department of Commerce (ODOC),Oklahoma Housing Finance Agency (OHFA), Grand Gateway Area Agency on Aging, and Community Partnerships of Oklahoma.

Founded in March of 1966, CARD initially operated as Wa-Ro-Ma, serving Wagoner, Rogers and Mayes counties. In 1999, Wa-Ro-Ma and Washington-Nowata CAP merged to become CARD.
