
Our Housing Development Programs assist communities in expanding
the supply of decent, safe, sanitary, and affordable housing for
low-income first-time homebuyers.
CARD partners with housing developers in the service area to
provide affordable housing in the form of newly constructed homes
that are available for purchase to low to moderate income
households. The following programs are currently available.
CARDs Homebuyer Assistance
Program provides down payment and closing cost assistance
for income qualified individuals to help with the purchase of a
home. This program is available for the purchase of homes in the
rural areas of Rogers, Wagoner, and Washington counties and in the
city limits of Catoosa, Claremore, Coweta, and Bartlesville. There
is a $3,500 maximum of assistance available per home.
CARDs Opportunity to Own
Program provides down payment and closing cost assistance to
income qualified families for new construction of homes to be built
on CARD owned lots.
CARDs Innovative Housing
Initiatives Program also provides down payment and closing
cost assistance to income qualified families for construction of
new homes to be built on CARD owned lots. Up to $14,990 can be
contributed to income qualified participants.
Applicants are required to attend CARDs Homebuyer Education
Class to be eligible for assistance from all three of these
programs.
CARD also owns and operates Section 8 approved low-income rental
apartments in Adair and Claremore as well as development
partnerships in several senior citizen and multi-family housing
developments in Claremore, Wagoner, and Stillwater, including the
renovated Will Rogers Hotel where their offices reside.

Weatherization Program
Our Weatherization Program provides assistance for families who are
unable to pay high utility bills by ensuring that their homes will
have improved energy efficiency after the weatherization is
completed.
Low-income families save an estimated 25% on their energy bills,
making more of their income available for other uses. This is
achieved by stopping air infiltration through the weatherization
process. A complete listing of weatherization offerings are listed
below.
- Caulk and weather-stripping
- Replacing broken glass
- Tuning up and replacement of heating systems
- Minor repairs to stop air infiltration
- Installing attic insulation
Weatherization services are provided in the following counties: Mayes, Nowata, Rogers, Wagoner, Washington, and Tulsa. Funding for our Weatherization Program comes from the Oklahoma Department of Commerce.
